Note the word "surplus"! This is the money our Congress uses as a slush fund to finance the pork. It is our money! Wouldn't it make more sense for us to keep it? This was $160 Billion in 2004! It would turn into SAVINGS and finance the growth of our enonomy! Everybody wins!
